Curtis Consulting provides business and technology consulting services to deliver high performance to our clients. We are a Maryland-based corporation, certified under the State’s Small Business Reserve (SBR) program (cert. number SB11-3141).

Company Background

Our President, Mike Curtis, is hands-on in every aspect of the company. Mr. Curtis founded the company in 2006 after nearly 14 years with Accenture, a leading global systems integration firm. Mr. Curtis has nearly 20 years experience as a project manager, the majority of which has been with State and Federal government. In Maryland alone, Mr. Curtis has over 10 years experience as a key resource in some of the state’s most complex technology projects and key state initiatives including: 

  • State Department of Education (MSDE), longitudinal data systems (LDS) dashboards implementation under the Federal Race to the Top (RTTT) Grant, 2011-current
  • State Board of Elections (SBE), statewide voting system implementation under the Federal Help America Vote Act (HAVA), 2004-2006
  • Department of Human Resources (DHR), Family Assistance Management Information System (FAMIS) implementation and Federal Welfare Reform enhancements, 1996-2000
From April 2007 through September 2010, Curtis Consulting was engaged on several projects with the region’s largest health insurance company, CareFirst. These projects were transformational business and technology initiatives for CareFirst. They included all stages of the SDLC, implementing both custom and packaged software solutions. Currently, Curtis Consulting is under contract with MSDE providing project management services for the Dashboards Project under the Federal Race to the Top (RTTT) Grant. In each of these State of Maryland projects, Mr. Curtis followed the State’s required project policies, guidelines and methodologies, including:
  • The State System Development Lifecycle (SDLC) methodology
  • The State Information Technology Security Policy and Standards
  • The State Information Technology Project Oversight
  • The State of Maryland Enterprise Architecture

Additionally, Mr. Curtis is well-versed in the state’s procurement practices and policies. He has written, reviewed and procured resources and services through RFPs, RFRs, TORFPs, RFQs, interagency MOUs, and sub-grants to counties, all done on behalf of his clients.
